There have been many scams like Harshad Mehta, and Telgi. But now a new scam of Hawala ‘Mahadev Book App’ has come to light. ED is investigating this with great diligence. At present, this investigation is in its initial stages, but it has become a topic of discussion because ED has called Ranbir Kapoor for questioning. It is being said that ED is keeping an eye on thirty Bollywood actors in this case. Ranbir Kapoor was to appear before the ED on October 6, but he has taken an extension of two weeks.

Shraddha Kapoor also asked for time. But if not today then tomorrow Ranbir Kapoor and Shraddha Kapoor will have to appear before the ED. It is alleged that thirty Bollywood actors including Ranbir Kapoor took crores of rupees through Hawala to promote the 'Mahadev Book Online Gaming App', the victim of which was the young generation of poor and middle-class families who aspire to become rich.

Enforcement Directorate's Investigation

According to reports, after registering about 72 cases against online betting due to 'Mahadev Book', Chhattisgarh Police arrested 449 suspects from Chhattisgarh, Delhi, Mumbai, and other parts. On the other hand, Saurabh Chandrakar's wedding took place in Dubai in the month of February, in which Rs 200 crores were spent. All the relatives were taken to Dubai by private jet. Stayed in an expensive hotel. After the marriage, they were sent back to their home with respect. There are also reports of many Bollywood artists including Ranbir Kapoor, Sunny Leone, Neha Kakkar, Atif Aslam, and Tiger Shroff performing in this wedding.

There are also reports of giving Rs 112 crore cash to all of them. Not only this, wedding planners, dancers, decorators, etc. had gone from Mumbai itself, to whom hawala channels were used to make cash payments. Which attracted the attention of ED. Because the entire amount spent on the party, around Rs 200 crore, was paid entirely in cash. The Enforcement Directorate (ED) questioned more than a dozen people and expanded its investigation into the Mahadev Application (MA) betting case in late August.

Huge Sums Transferred via Hawala

If sources are to be believed, according to the assets seized by ED, Rs 112 crore was given to Yogesh Bapat's event management company 'R-1 Events Private Limited' through the Hawala channel, and hotel bookings worth Rs 42 crore were made after payment. In the Arab Emirates, this amount was given in cash in dirhams.

ED officials say that information has been sought from Ranbir Kapoor as to from whom he was getting money to promote this app. Apart from Ranbir, 14 celebs including Kapil Sharma, Huma Qureshi, Sunny Leone, and Hina Khan have been summoned. There are allegations against them of taking money through hawala. ED claims that the artists earned crores of rupees through Mahadev's Book App and other apps and with the same earnings, these people have also bought immense property.

ED Lawyer on Mahadev App Investigation

At the beginning of October, a newspaper quoted ED lawyer Saurabh Pandey as saying, “Mahadev App is a betting portal and it is a case of money laundering. Raipur ED office started an investigation and four people were arrested. As the investigation progressed, the names of many people came to light and we issued summons to some people. Bollywood actor Ranbir Kapoor's name has also come up, so we issued a summon to him through email under Section 50 of the Prevention of Money Laundering Act (PMLA), but he asked for a week through email. We will see what needs to be done next.”

According to ANI news agency, Ranbir Kapoor had allegedly done promotional activities for Mahadev's betting app. In this case, ED also suspects several other A-lister celebrities and some sports personalities who promoted the Mahadev app.

 

Who is the creator of the Mahadev App?

According to information received from sources, Rameshwar Chandrakar, a resident of Bhilai, Chhattisgarh, works as a water pump operator in the Municipal Corporation. His son Saurabh Chandrakar used to run a small juice shop by the name of 'Juice Factory' in Bhilai itself. During this time, he became friends with an engineer named Ravi Uppal. In 2017, Ravi and Saurabh together created a website to earn money through online betting. However, initially, this website had fewer users and earned very little from it.

Saurabh's main source of income was the juice shop. His friend Ravi Uppal worked in a private company. Saurabh went to Dubai for a job in 2019. After some time, Saurabh also called his friend Ravi Utpal to Dubai. Before Ravi reached Dubai, Saurabh had made a complete plan to earn money through the betting website. After this, both of them created a betting website and app by the name of Mahadev Book Online. Started promoting it through social media and other means.

Saurabh's Business Expansion Strategies

Saurabh adopted two routes to expand the business of Mahadev Company. First- Get the app promoted through social media marketing and influencers. Second- Bought other betting apps and websites.

More than 12 lakh people joined this app named ‘Mahadev Book’ within a few months. Most of the people who joined were from Chhattisgarh. People use this app for betting on everything from cricket to elections. Its users even started opening separate bank accounts to use the app. It is said that during and after the COVID-19 epidemic, the business of ‘Mahadev App’ grew at a fast pace. In 2021, the IPL was organized without spectators on the field due to COVID-19. At that time, betting worth more than Rs 2 thousand crores was done through the Mahadev App.

Saurabh started investing the income from online betting apps in Bollywood films and hotel business. Due to investing in films and various businesses, Saurabh and Ravi Uppal came in contact with many famous people including Bollywood actors, singers, and government officials.

They were allegedly using online book betting applications to enroll new users, create IDs, and launder money through a layered web of anonymous bank accounts. ED investigation has revealed that Mahadev Online Book App operates by giving franchise of “panels/branches” to its known associates at a 70-30 profit ratio. Saurabh Chandrakar, sitting in Dubai, earns Rs 250 to Rs 300 crore every month from the 'Mahadev Book App'. Apart from this, other accused sitting in Nepal and Thailand are also cheating people through this app.

Hawala Operations and Foreign Transactions

According to sources, the price of this game starts from Rs 500. The customer was shown winning the game that they had lost and the money was sent to them. Because of this, people started falling into their trap and started investing lakhs of rupees in the game. If the amount in the game was more than Rs 1 lakh, then these people used to block the accounts of the paying customers and used to transact the money.

According to ED, large-scale hawala operations are carried out to send betting proceeds to foreign accounts. Huge amounts of cash were spent on advertising betting websites in India to attract new users and franchise (panel) seekers.

According to a newspaper, Sachin Soni, the leader of the online gaming fraud gang, was arrested and interrogated by the police team of Noida Police Station-39 from Jhansi. Accused Sachin Soni was planning to flee abroad. 1 laptop, 1 smartphone, 5 fake Aadhar cards, and a house rent agreement have been recovered from the possession of the accused. According to the police, the swindlers of the Mahadev App fraud gang have defrauded people of more than Rs 450 crore across the country.

 

Will the accused be punished? It is doubtful

In the opinion of many lawyers, there is no hope of anyone being punished on the issue of the “Mahadev Book App”. And the basic reason for this is the lax attitude of our country's laws and the country's government towards it.

Enforcement Directorate: The ED is investigating from its side, but senior Supreme Court lawyer Ashwini Upadhyay has posted the video on YouTube, saying it is destroying the culture of the country. Accusing them of promoting hookah culture, beer bar culture, etc., this act has been termed as against the country. Ashwini Upadhyay has also demanded to make a strict law for this in the country.

Senior Supreme Court lawyer Ashwini Upadhyay, in his video, has accused 'Mahadev App' of spreading bad culture in India and said - "Due to this Mahadev Satta App, the young generation of our country (be it lower class or middle class or upper class) is being ruined. The biggest danger is that while playing online games, some link or the other keeps appearing in between. Children who click this link reach blue films, obscene serials, and obscene web series.

Some links take children to places where they can buy drugs online and 'e-cigarettes' which are banned by law. This means that 'Mahadev App' is not just a matter of power, but this app also increases the drug trade. It is making the young generation of the entire country a part of the drug business. By propagating obscenity and nudity, it is destroying Indian civilization, culture, and clothing. Due to this, the young generation is becoming drug addicts. They have started smoking hookah and e-cigarettes. The young generation has started running towards disco bars and beer bars.

 

Call for Government Action to Protect Culture

Ashwini Upadhyay further said in the video – “Satta is an app, but the name is ‘Mahadev Book App’. Its creators are Saurabh Chandrakar and Ravi Uppal. Both were secular before 2014. From morning till evening, he used to roam around in front of secular leaders. After 2014, both of them have become nationalists. The business is of power and that too online named ‘Mahadev Book App’. The first objection every Hindu has is its name itself. Every Indian worship Lord Mahadev i.e. Lord Shankar, but Ravi and Saurabh have insulted our deity by naming their Satta app 'Mahadev'. The truth is that Hawala's business has not reduced even one iota. All anti-India work and work against Indian culture is being done through Hawala.

Allegations of Bollywood's Role in Ruining Youth

Accusing the artists of ruining the young generation of the country, Ashwini Upadhyay said in her video - "Thirty Bollywood artists are having fun by taking money through hawala, but our young generation is being ruined." Poor children are being ruined the most. In reality, Saurabh Chandrakar and Ravi Uppal are traitors to the country. Satta Bazaar apps, hookah bars, and beer bars, etc. are opening in the name of Shankar ji, Hanuman ji, Lord Vishnu, Durga Devi, Mahalakshmi, While Indian culture is being destroyed.

The biggest reason for this is our weak laws. But our government is blindfolded. There is no discussion on this anywhere from the Legislative Assembly to the Lok Sabha or the Rajya Sabha. Hawala's business is flourishing due to weak laws. Whereas in many countries, there is a provision for hanging those doing hawala business. In our country, there is a provision of imprisonment for three to four years, that too if found guilty after a trial in the court for at least ten years. If there is a good strong lawyer then he is acquitted due to lack of evidence. It is the job of the government, the Prime Minister of the country, MLAs, and MPs to protect Indian culture and Vedas by ending the power market, hawala business, hookah bar, drugs business, etc.

In a landmark judgment by the Supreme Court on March 6, 2020, online betting has been divided into two parts. First - Game of skill i.e. betting money according to your knowledge and understanding. This will not be called a crime. Second: Game of chance, i.e. gambling by just trying your luck.

According to the lawyer of the Supreme Court, and according to the decision of the Supreme Court and the law, only games of skills are legally recognized. Betting and gambling are illegal in India, with state police having the authority to take action against them. However, by changing the intermediary rules, the Central Government has given a strange recognition to betting apps under the guise of gaming.

This is the reason why betting apps under the guise of online gaming are doing business worth trillions in India. Online betting apps like Dream 11, Fantasy 11, My Circle, and Rummy are doing huge business under this rule of game of skill.

This can be estimated from the fact that fantasy sports were worth Rs 920 crore in 2019, whereas in 2020 it reached Rs 24,000 crore. Many other apps in the country like Mahadev Book App are doing illegal business and cheating the youth.

Following the spot-fixing scam in IPL, former Supreme Court judge Justice Lodha Committee recommended legalizing sports betting in its 2015 report. The 21st Law Commission, in its 2018 report, recommended legalizing gambling and betting. Fantasy sports also came under this. However, instead of making a clear law in this regard, the government has indirectly given recognition to the business of illegal gaming apps for betting and gambling under the guise of games of skill.
